INTERNATIONAL EMERGENCY MANAGEMENT ORGANIZATION

The International Emergency Management Organization has been established 14 April 2006 in the context of the international efforts subsequent to the Tsunami catastrophe (2004 /2005) and has recently came into full operation as Intergovernmental Organization, composed by a governing Council and a Secretariat.

The Constitution of the Organization is provided by the Inter-governmental Convention of 14 April 2006 registered with the United Nations Secretariat and published at N. I-42766 of the United Nations Treaty Series, according to Article 102 of the UN Charter, meanwhile the IEMO Statutes have been provided by the Additional Protocol to the aforesaid Convention, open to States and International Organizations The Organization is expanding its Membership and New States are most welcome

Signatory States are Benin, Somalia, Madagascar, Associate Members: Burundi, Congo (RDC) Equatorial, Guinea, Guinea, Italy, Honduras Sao Tomé et Principe.
Additional to Signatory and Associate Members may become Affiliate Members some relevant emergency management Agencies and Associations

The Organization has the mandate to work for natural and man-made emergency prevention, preparedness, mitigation and recovery. As far as man-made emergencies are concerned, it focuses on prevention and under-assisted (neglected) emergencies. In respect of natural emergencies it focuses on building resilience and preparedness as well as care of unassisted emergencies.
As the consequence of its mandate the IEMO Organization acts on three areas of competence:

Emergency Prevention
The core of the Organization is represented by its Integrated Emergency Prevention System (IEPS) a statistical database, suitable to multi-factor risk assessment. It is one of the first international systems to match together: natural manmade and complex risk evaluation
The high potential of this system resides in the capacity to connect with any other Early Warning System

Divulgation of Emergency Awareness
The Organization organizes the International Emergency Prevention Day (IEPD) each year (14 April, anniversary of its establishment Convention) as well as its specialized International Conference on Emergency Prevention, to gather sector experts on this very key issue. The IEMO is nowadays the only international organization particularly focused on complex Emergency Prevention, in a scenario where natural disasters and humanitarian emergencies are normally dealt separately.
Prevention is essential, and represents the only way to reduce increasing complex disasters and catastrophes

Emergency Assistance
The IEMO focuses on under-assisted and left-aside emergencies, so to avoid duplication with other international actors and to avoid initial emergencies developing into large catastrophes. In this respect it has established its own International Emergency Response Mission (IERM) an emergency management team specialized in the recovery of minor or under-assisted emergencies.


The Organization is self-funding, through service programs to other emergency organizations and through voluntary grants. No financial contribution is required from Member States (Art.6 of the Convention)
